The cost of Russian science is proposed to reduce by 10%

The Ministry of education and science of the Russian Federation has prepared a draft resolution that would reduce spending on the development of scientific-technical complex of the state in the period from 2017 to 2019 on 25 billion rubles. The document has already been published on the Federal portal of projects of normative legal acts. At the moment the resolution passes anti-corruption expertise, public discussion will continue until 7 February.

Currently, the program of support and development of science in the Russian Federation in the period from 2014 to 2020 allocated 228,7 billion. Of them 121,9 billion rubles allocated for the development of civil use and applied scientific research. The new document also proposes to reduce costs to the 203,7 billion rubles, which is more than 10% reduces the amount of investment .

Research Areas that will suffer from budget cuts, is not specified. However, the document says that first of all measures will refer to work whose purpose is to solve complex scientific and technological problems. Funding for applied research for the development of sectors of the economy in 2017 will not change. It seems that the hardest decision will have an impact on logistical infrastructure. Its funding reduced by half. About one third of the initially allocated funds will lose projects to the country.

There are, however, positive changes. For example, the reconstruction and additional equipment of some scientific institutions will be allocated 7,2 billion rubles more than originally planned. Representatives of the Ministry of education and science, however, argue that in the coming years the volume of state support of science in Russia will inevitably grow. It is anticipated that funding for this sector will grow on average by 8-10% per year.
