Estonia is interested in the Hyperloop Source:

The Startup Hyperloop One continues to enter into preliminary agreements on future construction of their transportation systems in different countries. The signing of the agreement on intentions of construction of the vacuum transportation tubes ended between the company and Prime Minister of Estonia jüri Ratas a.

According to the agreement, the transport system, the construction of which may begin in the future, will connect Tallinn and Helsinki, the capital of Finland. Now, when the preliminary contract is signed, both parties will commence the detailed design of the construction plan. The Estonian project involves a route not only by land, part of it, according to preliminary plans, will be laid under water.

In the Spring of Hyperloop One introduced the plan, which were outlined the possible options for the construction of the transport system in Europe. Underwater route connecting the capitals of Estonia and Finland there were also present. And, it seems, both sides in the future we intend to implement it, the more that One Hyperloop previously held similar talks with the authorities of Finland.

However, no specific date the parties have not negotiated, because this contract can be called preliminary, but the purpose of his signature — demonstration of the interest of Estonia and the Hyperloop One in collaboration. The Estonian government will need to address many more issues before construction will be possible, and the company Hyperloop One needs to complete all tests and start producing the finished capsule and the vacuum tunnels.
